It makes sense for manpower. But leadership is makes more sense to be in the city.

USSR, Germany and UK have events for the mobilisation of women and recruitment of young boys that give manpower at a cost of dissent and unity. I think we should have a series of generic decisions that all nations can fire to recruit 17 year old, 16 year old and 15 year old boys (progressively worse penalties), volunteer women and conscripted women in factories and perhaps even female combat units (we could make a unique female militia unit!). This would give more nations access to the manpower by decision that the big majors can access, and promotes fair realism.

It doesn't have to stop there, though - I think there could be a fair number of new events/decisions that could be available for all nations. Post suggestions!

Currently, manpower/LS exists almost entirely within big cities, with some exceptions. Most of the time, if you can find IC, you find resources, manpower and leadership all together.

This makes large amounts of provinces all but worthless.

IC and resources should remain historical in their distribution - not inventing new industrial areas that didn't exist, or magicking metal out of nowhere.

But manpower and leadership should be redistributed.

Manpower, for example, should be within several provinces in a region but at lower values. So rather than 25 manpower in one city, you could have 10 manpower in that city, 5 in one province, 4 in another, 2 in 2 more, and so on. It would be done somewhat accurately to represent populous areas (rather than random manpower coming from some shithole in the mountains).

Leadership could be added to certain provinces to represent prestige or strategic value. For example, controlling a historical city like Aleppo could come with small LS (I'm only talking like 0.1 - 0.25, here), or control over a strategic island like Truk or Iwo Jima could also carry with it LS.

Areas with high value as icons, like the province with the Great Pyramids in it or Gibraltar for example could also carry a small amount of LS.

After a somewhat interesting discussion here is first 2 things that should be done before we start our campaign.

AIR STACKING PENALTY:

Air stacking penalty should be increased in 10% from 2 up to 100% at 11. Most efficient air squadron is 5 airplanes .

NAVAL STACKING PENALTY:

Naval stacking penalty kicks in at 12 Hull Size
It is increased by 20% by any additional point of Hull Size
Up to total of 200% at 22 Hull Size

Furthermore Commanders at Sea can command maximum of 20 ships on highest rank admiral, with appropriate decreases on this number for lesser admirals.

This will be dangerous, crossing the limits will make your ships shooting friendly fire only, if doomstacked.

That would only mean you have to bring even less for offensives or bring some supply efficient divisions. It is totally fine not being able to extend HARM invasion into central Asia. Rather than this it makes sense to bring some Light Infantry, which could be catered to that role with specific rebalancing. Country that defends such places should have advantage of terrain vs super powerful units of more advanced countries. Even today its not possible to wage comfortable war in these regions. Furthermore it will cut on using ELINF as they are super heavy on supply demand. Instead bringing entire army of them for example as Japan, player will need to find a more reliant solution. Of course it has to be done in such way to not make impossible to invade such places. First and foremost AI spam decisions will need to be removed.


Also as i stated in OP. Not all of these measures need to be implemented. But we surely need some to cut on spam.

Issue with reducing IC globally is that you would have to remove all spawned units for all nations that get them. Spawned unique HQs are fine, but Germany, USSR and UK for sure can get a fair amount of full divisions spawned for them.

Supplies are difficult to manage even for small armies in many parts of the world. Air supply is often necessary (and transport planes are among the more expensive planes to build as it is). Making supplies harder/more expensive outside of a global IC reduction would make fighting in places other than Western Europe shitty, and not in a tactical sense.

What I'd like to do with LS and to a lesser extent manpower is redistribute them across provinces rather than having them in a single province/city to represent the regional total or whatever. I like the idea of LS for significant/important provinces to represent the merit/pride of owning a historical location, for instance. But having spread out LS/MP would allow for small territorial changes to be more significant.

Also if we change stacking penalty to make it more severe, 10 CAGs per CV would be pointless.

And there is also micro to be done where you can rebase your CAGs to a far off airbase when they are close to death before losing them/the CV. Which is a bit exploitative perhaps.

Well nothing is yet done. So everything is up for debate. I do have dominant character but i do not see it as something bad. I restrain myself trust me. MOD team roles are not set yet, nut you were like " i wunt mi carriors". I just trying to hold your horses from being bad version of Gezu. I cooperate, you cooperate everything will be dandy. I posted my ideas and stated clearly they are up for debate, and wait for other people voice i am fine with that and so you should. And if i am being forceful this is only in situations when there is too much chaos and derailing. Trust me i wont be dictator, i just want order and clearness.

Back on topic. Me and omg already said that size 3 max 4 is perfect. No reason to crush that balance cause you want carriers on par with land based aircraft. I want things hard to build and meaningful but your proposal is simply too much. Nothing personal i will respect your work but it doesn't mean all your ideas are good. Sometimes people should take a step back. I did it. You saw it yourself.

So by all means be creative and suggest, but don't get mad if someone dislike it. I promise i wont too.
